What Is the Difference Between Jail and Prison?

 

According to a definition used by the U.S. Bureau of Justice Statistics in its report, Prison and Jail Inmates at Midyear, jails are locally-operated correctional facilities that confine persons before or after adjudication.  Inmates sentenced to jail usually have a sentence of 1 year or less, although this “rule of thumb” varies by individual state.  Jails also incarcerate persons in a variety of other categories, such as persons being held pending arraignment, trial, conviction, or sentencing; those who have been returned to custody following violation of the terms of their release on probation or parole; and persons being transferred to the custody of other criminal justice/correctional authorities. 

 

On the other hand, prisons are operated by either a state or the federal government, and they are used to confine only those individuals who have been sentenced to 1 year or more of incarceration.  Generally, persons sentenced to prison have been convicted of a felony offense.

The following roster of state correctional facilities maintained by the Iowa Department of Corrections has been compiled to provide the prospective inmate, as well as the family and friends of the offender, with a basic understanding of Iowa’s institutional complex.  Hopefully, this information will be provided early enough in the prospective inmate’s cycle of criminal behavior to allow for careful reconsideration of any ongoing lifestyle that would make these “accommodations” necessary.

Iowa Inmate Communications

Since September 2001, Public Communications Service (PCS) has provided pre-paid long distance telephone service to offenders in the Iowa Department of Corrections (DOC).  All calls must be pre-paid.  

Outside deposits from friends and family for pre-paid calls must be sent to:

All deposits must be made in the form of a cashiers checks or money orders and must be accompanied by a DOC Form titled “Pre-Paid Phone Service, Inmate Telephone Accounts.”  All cashier checks and money orders must be made payable to the Inmate Telephone Account.

 

Offenders may obtain Forms at all institutions to send to families and friends.  Family and friends of offenders can also pick up copies of this Form during normal business hours at any Iowa Correctional Institution.  This Form can also be printed from the Department’s website at <www.doc.state.ia.us> under

“Offender Telephone Service.”

 


 

 

The Form must be completed in full and shall include the following information:

• Designated Inmate Name and I.D. Number.

• Facility where inmate is located. (when available)

• Designated phone number, name and address of sender.

 

All phone credits MUST be designated to an offender’s ID.  If this information is not complete, the deposit will either be returned to the sender or be sent to the State of Iowa Treasure Hunt Program if the sender cannot be contacted.

 

Cashier checks or money orders must be at least $20.00.  Phone credits will be available within three working days of receipt.  At the beginning of each call, the offender will be notified of the amount of available credit.  At the conclusion of each call, both parties will be notified of the remaining balance

of the inmate’s telephone account.  The called party will still have the option to refuse the call without a reduction in credits.  Public Communications Service (PCS) customers can call 319-626-4238 Monday.
